Not many people have heard of, or understand, restorative justice.

Jacob is worried that restorative justice is being made harder to access. In recent years the Ministry of Justice has centralised its oversight of these interventions, and a small team (Re:hub) is now responsible for signing off almost all restorative justice processes, instead of trusting the experienced professionals in the field.
