Recent decades have seen the Magisterium adopting an authoritarian approach to theological debate, sometimes spurred on by Catholic bloggers eager to delate “dissenters” to Rome. Pope Francis has made clear that he finds this situation unhealthy. The Pope has said that he expects local bishops’ conferences, not the Congregation for the Doctrine of the Faith (CDF), to deal with such issues, and he has teasingly suggested to a group of Religious that they should not take letters from the CDF too seriously
