One of the most difficult public policy issues facing the Government is that of care for the elderly: who provides it, who pays for it, and what it should consist of. An unwise and widely misunderstood plan for what became known in the Press as a “dementia tax” caused deep damage to Theresa May’s government in the 2017 election and prepared the way for her eventual downfall. Boris Johnson has promised to go in search of a consensus that will settle these contentious matters for a generation, but so far without making much progress. Material considerations are by no means the only ones, however, and in terms of quality of life and the overall contentment of older people themselves, may not be the most significant.
