A young prince comes to power promising to turn a conservative, oil-rich kingdom upside down. He calls for radical economic change (cuts to subsidies, the introduction of taxes, the sale of part of the state oil company) and permits such long-banned entertainments as cinemas and concerts. At the same time, he accrues unprecedented political power, and wages a brutal war against a small, impoverished neighbour.
