Europe is in a deep quandary about migrants. For six years people have been fleeing civil war in Syria, and the numbers are increasing by the day as Islamist terrorists increase their grip on the country. The image of a drowned child on Turkish sand last September brought home the tragedy unfolding on the continent’s beaches.
