Britain needs a new immigration policy. The Windrush fiasco marks the bankruptcy of the old policy, and also the moment politicians and the public fully recognised that immigrants are human beings, with faces, families, personalities and personal histories. They are not just numbers, or even, more notoriously, targets. That is true whether they are in the country legally or illegally, and it was the failure to grasp that fundamental moral point that caused the Home Office to bring shame on the United Kingdom in the Windrush cases.
