IT LOOKED AS though a scaffold for a public execution was being erected outside Westminster Cathedral, swathed in black hessian, blotting out the facade. Luckily, no head will be needed, for in the past couple of days the structure has turned into a full-size replica of the great rose window at Durham Cathedral.
