Most academy chains are already so far flung that efficiency savings are hard to come by. The policy - like the reorganisation of the Health Service after 2010 - was not in the Conservatives' manifesto and has been adopted on no other grounds than ideology, and if this is really about Education why was it announced in The Budget?
